Istanbulin järkyttävä terrori-isku oli toisinto siitä, mitä tapahtui Brysselissä. Eli operaatio toteutettiin samalla taktiikalla, kuin muutkin itsemurhaterroristien teot, eli muutama henkilö kävelee sisään julkiselle paikalle, ja ampuu kalashnikovit tyhjiksi, sekä räjäyttää itsensä tuon toiminnan päätteeksi, ja toki iskuilla on paljon propaganda-arvoa, koska se osoittaa maailmalle, että ISIS-terroristit ovat valmiita kuolemaan tehdessään noita tekoja. Se kuitenkin jää joskus selvittämättä, että räjäyttivätkö nuo terroristit itse oman räjähdeliivinsä vai tekeekö sen joku esimerkiksi radiolaukaisimella, ja nuo liivit on usein tehty ammusvöistä, joiden lipastaskuihin on laitettu muoviräjähdettä. Samoin joissain tapauksissa on mukana saattanut olla avustaja esimerkiksi kuvaamassa propaganda-aineistoa noille ääriryhmille.

Tähän nuo väkivallan työkalukseen ottaneet ihmiset oikeastaan pyrkivät. Heidän toimintansa on tarkoitettu shokeeraamaan tavallisia ihmisiä räjäyttämällä pommeja ympäriinsä, ja he ilmeisesti saavat jotain nautintoa, kun tavallisten ihmisten televisiot täyttyvät kauhusta sekä räjähdyksistä. Kun puhutaan siitä, että terroristit haluavat teolleen julkisuutta voidakseen kylvää pelkoa ympäriinsä, niin se tietenkin auttaa profiloimaan noiden henkilöiden valitsemia kohteita melko hyvin. Jajos esimerkiksi ISIS onnistuu pelottamaan turisteja pois jostain alueelta, niin silloin he saavat sen elinkeinoelämän romahtamaan,ja voivat kohdistaa värväystoimia alueen väestöön. Näet esimerkiksi Välimeren maissa suuri osa ihmisten tuloista tulee turismista, ja iskuilla turistikohteisiin ISIS pyrkii pelottelemaan heidät pois.

Heidän valitsemansa kohteet ovat sellaisia, että niillä on mahdollisimman suuri vaikutus ihmisten elämään sekä tuon kohdevaltion sisällä että sen ulkopuolella. Jotta tuosta "shokkiefektistä" saadaan mahdollisimman laaja, täytyy terroristin valita kohde, jossa on paljon ulkomaalaisia, jolloin hän saa aikaan paljon laajemman vaikutuskentän sekä julkisuutta omalle asialleen. Joten terroristi valitsee kohteekseen useimmiten tunnettuja turistikohteita sekä lentokenttien kaltaisia rakennuksia, joissa on paljon ihmisiä. Samoin julkisuutta saaneet mediatalot sekä muut vastaavat kohteet ovat noiden hirviöiden iskulistalla.

Eli tällaisia kohteita Euroopassa ovat paikalliset kuuluisat rakennukset kuten Eiffel-torni ja muut maamerkit, joihin iskemällä terroristit pyrkivät saamaan aikaan suuria otsikoita siitä, miten urheita he muka ovat, ampuessaan naisia sekä lapsia kaduilla. Tämän takia turvallisuusjoukkojen kannattaa valvoa juuri sellaisia paikkoja, joissa on erityisesti ulkomaalaisia turisteja tai paikallisia poliitikkoja tai muita toimijoita, jotka ovat esimerkiksi vastustaneet ääriliikkeitä sekä tuominneet väkivallan. Näet noilla äärimmäiseen väkivaltaan turvautuvilla henkilöillä ei muuta keinoa ole, kuin paukutella pommeja pitkin katuja, kun he yrittävät vaientaa ihmisten mielipiteitä.
